Meadow Vista Fire Station. The annexation project was an agenda item and drew a
standing room crowd. |

The Board Agenda accorded public discussion
time regarding this possible annexation. About 40 members of the public
were in attendance. Two key issues emerged:
- The County's Local Agency Formation Commission
(LAFCO) must approve the
annexation before the Board can proceed with its own approval.
- Reasonable Cost Estimates are needed. The
costs of extending District services (treated and irrigation water lines) would
be borne by all parcel owners in the annexation area. Typically, those costs
are covered by a bond issue and are repaid over several years via the tax
rolls. Committed support by a strong majority of the 200-plus parcel owners
affected is needed, but it is unlikely that many would provide such support
without first knowing the probable costs. However, in order to produce reliable
cost estimates, the District would have to undertake (fund) a full engineering
study.
The Board directed staff to query the District
Engineer regarding performance (at minimum cost) of a preliminary study
that could provide a basis for initial cost/risk estimates. |

A letter was circulated to most of the affected
homeowners by Mr. John Sellers, a homeowner in Crother Hills Estates, in
support of the project, encouraging attendance at the 10/14/04 Board meeting.
A copy of the letter was provided to the
District. |
